First-home guarantee fund: from 3 August more protection for people with a certified permanent disability

From 3 August, the guarantee of the first-home mortgage Fund, managed by Consap, can also be requested by people with a permanent disability certified under Article 3(3) of Law 104/1992 and by households in which a child, brother or sister with the same disability has lived for at least two years. The guarantee reaches 80% of the capital if the ISEE does not exceed 40,000 euros.

The change comes from Law 116/2026, which converted the decree on the Housing Plan. From 3 August the new application form is used. The rules allowing the higher guarantee are extended until 31 December 2027. The application is made to the bank, which assesses the mortgage: the Fund’s guarantee does not replace the bank’s decision.
