On 15 July the European Commission opened infringement proceedings against all 27 Member States, Italy included, for failing to fully transpose Directive (EU) 2024/1275 on the energy performance of buildings, the so-called “green homes” directive. The deadline was 29 May 2026; the States had two months to reply, until mid-September.

Until it is transposed, today’s rules apply to anyone buying, selling or renting: the energy performance certificate must be made available when negotiations start, and the energy class must be stated in listings.
